ROLE PURPOSE
The Quality Manager is responsible for establishing, implementing and maintaining the project’s Quality Management System (QMS), ensuring that all construction activities, materials, workmanship, inspections, testing and quality documentation comply with approved drawings, specifications, contractual requirements, applicable standards and project quality objectives. The role provides independent and systematic quality oversight throughout the project lifecycle, with a strong emphasis on quality assurance, defect prevention and right-first-time execution.
The Quality Manager works closely with the Project Manager, engineering and construction teams, consultants, subcontractors, suppliers and other stakeholders to identify quality risks at an early stage, prevent defects and rework, ensure effective inspection and testing, and maintain complete and traceable quality records. The position serves as the project’s principal quality authority, providing objective quality reporting to project management, challenging non-conforming work and driving timely corrective and preventive actions to protect the project’s cost, schedule, technical integrity, contractual compliance and successful handover.

DETAILED RESPONSIBILITIES
Develop, implement and maintain the Project Quality Management System in line with contractual requirements, approved procedures, rules & regulations and applicable quality standards.
Prepare and maintain the Project Quality Plan and ensure quality requirements are communicated effectively to all relevant

• Develop, review and maintain Inspection and Test Plans (ITs), defining inspection stages, acceptance criteria, testing requirements and hold/witness points.
• Monitor construction activities and verify compliance with approved drawings, specifications, method statements, approved materials and workmanship requirements.
• Ensure required inspections and tests are completed at the appropriate stages and that results are properly documented and traceable.
• Review subcontractor quality plans, ITPs, method statements, inspection documentation and relevant quality submissions.
• Monitor subcontractor and supplier performance against approved quality requirements and contractual obligations.
Establish and maintain an effective NCR and quality observation management process.
• Ensure root-cause analysis is undertaken for significant or recurring non-conformities and that corrective and preventive actions
are entective.
• Conduct or coordinate quality audits and inspections and track findings through verified closure.
• Maintain accurate, complete and traceable inspection records, test certificates, material approvals, NCRs, audit reports and other quality documentation.
• Ensure quality documentation required for project handover is progressively compiled and properly controlled.
• Prepare regular quality reports for the Project Manager covering KPls, NCR trends, inspection status, testing performance, outstanding actions and significant quality risks.

REQUIRED QUALIFICATIONS & EXPERIENCE

Bachelor’s degree in Civil Engineering, Construction Engineering, Architectural Engineering, Quality Management, or a closely related discipline required. A postgraduate qualification in Quality Management, Construction Management, or a related field is advantageous.
Professional Experience
Minimum 7 years of relevant professional experience, including significant experience in construction quality management and demonstrated responsibility for QA/QC activities on medium-to-large-scale construction projects.
Construction Quality experience
Demonstrated experience in construction inspection, Quality Assurance (QA), Quality Control (QC), Inspection & Test Plans (ITPs), method statements, material approvals, testing and commissioning, NCR management, corrective actions, quality audits and project handover.
Project Environment
Proven experience working within contractor, consultant, developer, or major project environments involving multiple construction disciplines, subcontractors, suppliers and project stakeholders
Quality Management Systems
Strong practical knowledge of Quality Management Systems and the application of ISO 9001 principles within construction and project environments, including quality planning, process control, auditing. corrective action and continuous improvement.
Subcontractor & Supplier
Management
Demonstrated ability to monitor, assess and manage the quality performance of subcontractors, suppliers and testing laboratories, including identifying non-conformities and ensuring effective
